President Viktor Yanukovych has signed a law to additionally transfer UAH 2.399 billion in subsidies to local budgets to compensate for the difference between the costs of heating and water supply and sewage services and approved rates for these utilities services.

Law No. 4961-VI dated June 8 on amendments to the national budget for 2012 in part of energy generation companies' payments to the national budget foresees that the subsidies to local budgets will be paid from the special fund of the national budget.
